PURPOSE: An energy saving heat insulation and waterproofing material capable of having a waterproofing, a heat-blocking and a heat insulating effect by layering a heat-blocking coating waterproofing composition and a urethane foam insulation material and a passive complex heat insulation and waterproofing construction method are provided to prevent a heat island phenomenon in a downtown area and to minimize the energy lost from a rooftop. CONSTITUTION: An energy saving heat insulation and waterproofing material capable of having a waterproofing, a heat-blocking and a heat insulating effect by layering a heat-blocking coating waterproofing composition and a urethane foam insulation material and a passive complex heat insulation and waterproofing construction method comprises the following steps of: a step(S110) of coating an acryl or an epoxy based primer on the foundation surface exposed to the outside; a step(S120) of coating an urethane foam insulation material by the use of a spray equipment; a step(S130) of coating a base coat including one among an acryl resin based emulsion and an silicone or an acryl urethane based emulsion, an anti-foaming agent, a dispersant, water, a filler, and a nanosized inorganic colorant; a step(S140) of a finish coat including one among an acryl resin based emulsion and a silicone or an acryl urethane based emulsion, an anti-foaming agent, a dispersant, water, a filler, and a nanosized inorganic colorant after the base coat is dried; and a step(S150) of coating a transparent traffic coat to prevent contaminations or different colors of a heat blocking traffic coat with an excellent wear resistance.
