PURPOSE: A method for forming a pipe-shaped insulating material and a heater jacket manufacturing method with the pipe-shaped insulating material are provided to facilitate the installation of a heater jacket and to reduce the loss of heat and power consumption because the heat jacket is uniformly attached on the exterior of a pipe or a tube. CONSTITUTION: A method for forming a pipe-shaped insulating material is as follows. One or more insulating sheets(31,32) are laminated. A column-shaped inner mold(2) is wrapped with one or more insulating sheets. A binder(34) is coated on the exterior of one or more insulating sheets. The insulating sheets are wrapped with an outer mold(4) to be disposed between the inner mold and the outer mold. The insulating sheets positioned between the inner and outer molds are thermally treated.
