The device has a cylindrical and a throughflow pipe (2), which is made of magnetic material. A swirl component (3) and a closed container (32) are mounted in the throughflow pipe. The swirl component is wounded around a rotary longitudinal axis of the throughflow pipe. The closed container is filled with dynamic fluid. The swirl component has a helically wound tongue (33). The container is formed as component of swirl component. An independent claim is included for a method for activating liquid.
