Purifying water using discharges produced between electrical conductors at different electrical potential, comprises (a) providing water (10) to a first conductor, which is located at electrical zero potential, e.g. according to earthing, (b) providing a sheet-like electrode, which placed on a dielectric, to a second conductor, which is subjected to a second higher potential, and (c) performing purification of the water by recycling or recovering gaseous substances e.g. hydroxy-radicals produced by creating an air layer between the electrode and the water, during discharging processes. An independent claim is also included for a device (1) for purifying water in continuous process by electric discharge, where the discharge is realizable between the electrode that is arranged at least partially above a free water level, and the water. The electrode is formed as a planar element, and is elongated and convex, when viewed from the water.
