The plant (16) has hollow supports (22) vertically arranged on an annular, solid and flat foundation structure (18) in regular intervals. Hollow, downwardly opened vertical foundation legs (40) are arranged below the foundation structure. The legs are aligned at the supports, and continuously connected with the supports. A platform (24) is arranged at an upper end of the supports. A tower section i.e. shaft, is supported on the platform, and mounts a nacelle (34) for the plant over an upper pedestal. The legs have a length of 2 to 6 m. A diameter of the legs is larger than the supports. An independent claim is also included for a method for establishment of an off-shore wind-power plant on a bottom of sea.
