The device (DAC) has a dedicated electronic center (CED) in which a recommended postal message (DPR) is accommodated, where the center is provided with a suitable electronic unit. A transit advice note (AVP) comprises indication of accommodation of the message. The transit advice note has an electronic access code (COA) for allowing access to electronic storage of the postal message close to the center or to copy of the message. The postal message is informed by a transmitter (EME). The copy of the message is addressed to the center in electronic form, and is stored under the code. An independent claim is also included for a method for implementing a transit advice note and consultation device.
