The apparatus has a sealing unit (40) for sealing an end (2) of a hollow fiber (1) and a prominent portion of a tangential electrode (31). A pipe (38) is provided in the electrode for providing communication between interior of the fiber and a part of a chamber (12), where the part of the chamber surrounds a part of the electrode extending through the chamber. Another tangential electrode (32-2) is mounted in co-operation with the fiber. A measuring unit (50) measures potential difference between the two electrodes.
