The device (1) has a sectioned polygon shaped base structure, where an opening (5) of medium size is located on central part of the device. The opening is utilized for positioning locking units i.e. buckles, in the device. Another opening (6) is located on lower part of the device, and allows hanging of ballast and lures. A movable ring (2) is fixed on a movable rod (4) that slides in a body of the device and traverses the former opening. A set of fixed rings (3) is placed on upper part of the device and arranged in extension of the movable ring to allow passage of the buckles.
