The system has a damper suspension unit for damping a movable internal tube (3) in a missile launcher external tube (2) in a cruising phase of a submarine. A centering-blocking unit blocks the internal tube in a launching phase of a ballistic missile (1). The suspension and centering-blocking units are received partially in hollow portions (16) of the external tube. The suspension unit is associated with the centering-blocking unit moved between a retracted suspension position and an active centering-blocking position under control of activation units.
