The sleeper (1) has transverse grooves (T1, T2) provided on a side of ends of the sleeper for receiving and supporting rails. A rectangular cavity (2) is provided in position between the grooves to receive a plate. A fixing unit is formed by interiorly threaded bush (3) that stably fixes the plate. The cavity is placed in center of an upper face of the sleeper. The bush is placed at a bottom wall of the cavity to receive lower ends of a threaded rod. The rods are projected upward from bottom of the cavity when the rods are positioned in a functional way.
