PROBLEM TO BE SOLVED: To identify a user of a portable terminal corresponding to a purchaser having bought a commodity or used a service by utilizing information such as a purchase history held by a retail dealer or service provider and GPS information held by a portable carrier or the like.;SOLUTION: A purchaser, who is a customer of a retail dealer or the like, can be identified as a user of a portable terminal such as a portable phone by comparing positional information, held by a retail dealer or a service provider, of a shop whose purchase time of a commodity and utilization time of a service, extracted from purchase information for each customer, are identified with positional information of a user of the portable terminal whose acquisition time, at which a portable carrier or the like acquired it via a GPS function of a portable terminal is identified.
