PROBLEM TO BE SOLVED: To distribute electronic documents by automatically classifying them and to improve security when outputting them.SOLUTION: In an electronic document management system 1, an image feature amount analysis part 22 extracts a feature amount from an electronic document provided by an image input/output part 21, a distribution destination determination part 13 determines a distribution destination on the basis of the feature amount, and a data control unit 11 acquires document provider information of the image input/output part 21, associates the document provider information of the electronic document and distribution destination related information related to the feature amount and the distribution destination with the electronic document as document related information, has a document related data storage part 12 to store them, and distributes the electronic document to the distribution destination from a transmission/reception part 15. When there is an output request of the electronic document from output request source equipment, the data control unit 11 acquires output request source information about the output request source equipment and controls permission/non-permission of output of the electronic document on the basis of the output request source information and the document related information of the electronic document whose output request is made by the document related data storage part 12.
