PROBLEM TO BE SOLVED: To provide a low carbon type three component system binder in which portland cement is blended with blast furnace slag and fly ash for reducing CO, and having long term strength expression and further having high dryness shrinkage crack resistance, and concrete using the binder.SOLUTION: Provided is a low carbon type 3 component mixed system binder, being made of the three components of high early strength portland cement, blast furnace slag and fly ash, and in which the mixing ratios of the high early strength portland cement, the blast furnace cement and the fly ash satisfy 60±5%, 20±5% and 20±5% in a mass ratio.
