The abbreviation generation device 1 determines from the set of candidate character strings a candidate character string which minimizes a value of a target function which defines a state parameter as a parameter, of which the value becomes smaller as a candidate character string becomes longer (1), of which the value is set not to take a minimum value when the length of the candidate character string exceeds an upper limit value (2), and of which the value becomes smaller as affinity of mora included in the candidate character string is higher (3), and outputs the determined candidate character string.
