PROBLEM TO BE SOLVED: To provide an abbreviation generation device capable of generating abbreviations which are equal to or less than a predetermined number of characters, well connect in vocal sound and are easy to distinguish from each other.SOLUTION: An abbreviation generation device 1 generates a set of candidate character strings formed from morphemes constituting a source character string to be a generation target of an abbreviation or a part of the morphemes and, regarding each morpheme of the source character string for the set of candidate character strings, expresses a first indicator function indicating whether a candidate character string includes a part of morphemes and a second indicator function indicating whether a candidate character string includes each character of the source character string as state parameters. The abbreviation generation device 1 determines from the set of candidate character strings a candidate character string which minimizes a value of a target function which defines a state parameter as a parameter, of which the value becomes smaller as a candidate character string becomes longer (1), of which the value is set not to take a minimum value when the length of the candidate character string exceeds an upper limit value (2), and of which the value becomes smaller as affinity of mora included in the candidate character string is higher (3), and outputs the determined candidate character string.
