PROBLEM TO BE SOLVED: To provide a cement-based grout material with a reduced air content rate and a manufacturing method of the same and to provide a shear reinforcement method of a concrete member using the cement-based grout material and a shear reinforcement structure.;SOLUTION: Mortar 40 is produced by executing processes from a mixing process S10 to an insertion process S50. Firstly, the mortar 40 is produced by mixing water 41, cement 42 and sand 43 under reduced pressure. Next, the mortar 40 produced under the reduced pressure is deaerated. Then, a reinforcement member 30 is soaked in the deaerated mortar 40.
