PROBLEM TO BE SOLVED: To enhance power efficiency in communication by adjusting a band width.SOLUTION: A control device comprises a reception unit, an identification unit, a calculation unit, a determination unit, and a transmission unit. The reception unit receives information including a transmission source, an amount of target data to be transmitted, and a destination. The identification unit identifies a transfer device included in a path from the transmission source to the destination. The calculation unit calculates power consumption based on a transfer rate at which the transfer device performs transfer, power to be consumed by the transfer device, and the amount of the target data. The determination unit determines a transfer rate corresponding to the power consumption calculated by the calculation unit. The transmission unit transmits transfer request to the transfer device for requesting it to transfer the target data at the determined transfer rate.
