PROBLEM TO BE SOLVED: To estimate an SOV considering the deterioration of a secondary battery.SOLUTION: A stabilization determining portion 105 determines whether a secondary battery is in a stabilized state or not. An SOCV computing portion 104 computes the SCO of the secondary battery by using the voltage of the secondary battery. A full charge capacity estimating portion 107 estimates the full charge capacity of the secondary battery by the SOV which is computed by the SOCV computing portion 104, when the stabilization determining portion 105 determines that the secondary battery is in the stabilized state. An SOCI computing portion 103 computes the SOC by using the full charge capacity which is estimated by the full charge capacity estimating portion 107.
