PROBLEM TO BE SOLVED: To improve a function of detecting a power supply failure of a power supply monitoring circuit for monitoring a power supply voltage.;SOLUTION: A power voltage vc of a power supply part 21 is detected by a voltage detecting means (voltage sensor 22, for example), and a voltage value ve is output. In a voltage monitoring control means (voltage monitoring controller 25, for example), a normal voltage range of the voltage value ve is previously set. The voltage value ve of the power voltage vc detected by the voltage sensor 22 is compared with the normal voltage range, and a power supply failure report signal pb is output when the value becomes out of the normal voltage range. A voltage monitoring circuit (voltage monitoring IC24, for example) compares the power voltage vc with a monitoring voltage range which is set in the normal voltage range, and a power supply alarm pf is generated when the voltage is out of the monitoring voltage range.
