PROBLEM TO BE SOLVED: To provide a plate spring steel in which decarburization can be suppressed, and further, which has excellent strength and toughness, and plate spring parts.;SOLUTION: The plate spring steel has a composition comprising, by mass, 0.40 to 0.50% C, 0.40 to 0.85% Si, 0.55 to 1.20% Mn, 0.70 to 1.50% Cr, 0.010 to 0.070% Ti and 0.0005 to 0.0050% B, and the balance Fe with impurity elements. The plate spring parts can be obtained by performing forming using the plate spring steel.
