PPROBLEM TO BE SOLVED: To provide a method and an apparatus for diagnosing a deterioration in insulation of winding in an electric motor that is a type of rotating electrical machine or, in particular, in a canned motor pump. PSOLUTION: A deterioration diagnosis apparatus 10 diagnoses a deterioration in a stator 15 of an electric motor 14, and as such, measures the electric motor 14, which is an object to be measured, alone. The deterioration diagnosis apparatus 10 includes a vibration sensor 5 placed near the stator 15 of an electric motor external cylinder 28, a vibrometer amplifier 6 for amplifying a signal of the vibration sensor 5, an FFT analyzer 7 for analyzing the frequency of a signal from the vibrometer amplifier 6, a deterioration information DB in which deterioration information is stored over elapsed years, a display 8 for displaying various pieces of information; a power supply 4 for generating electromagnetic vibrations, and a control device 2 for controlling these components.
