PROBLEM TO BE SOLVED: To avoid that an application which does not normally operate appears in alternatives at a point when a driver selects an application to be downloaded from a center to an on-vehicle machine.SOLUTION: The center 3 stores required resource lists 32d, 32f which are lists of resources required for normal execution for every distribution applications 32c, 32e, and simultaneously receives a possession resource list which is a list of resources with which the on-vehicle machine is provided to be recorded. In addition, the center 3 compares the possession resource list 32a for the on-vehicle machine with each of the required resource lists 32d 32f, includes the distribution application 32c corresponding to the required resource list 32d in an executable distribution application list only when the possession resource list 32a satisfies the required resource list 32d, transmits the executable distribution application list created in such a way to the on-vehicle machine, the on-vehicle machine displays the executable distribution application list to make a user select the distribution application to be downloaded.
