If the distance exceeds a threshold value, the registrant is chosen as a person having trouble returning home. Support supplies to be supplied to the chosen person and the amounts of the support supplies are determined. At the support base nearest to the current position of the chosen person, it is determined if the support supplies to be supplied to the person and the amounts of the support supplies can be supplied.
