Provided are a method, a device and a system for negotiating a mobility parameter, wherein the method comprises: a first base station sending a first request message to a second base station, wherein the first request message is used for requesting the second base station to send a first offset of a switch triggering parameter of a second cell, the first offset refers to an offset of a current value of the switch triggering parameter of the second cell relative to a default value, the second base station is an adjacent base station of the first base station, the second base station is a control base station of the second cell, and the second cell is an adjacent cell of a first cell controlled by the first base station; the first base station receiving a first response message sent by the second base station, wherein the first response message contains the first offset. Through the technical scheme, the first base station can provide an accurate advice for the second base station on a subsequent change value of the switch triggering parameter of the second cell according to the first offset.
