A selective research funding portal, including a centralized database encoded on a computer readable-medium, a collecting mechanism for collecting information regarding research in need of funding, a peer-review mechanism for vetting collected information, and an access mechanism for providing access to unvetted and vetted information in electronic communication with the centralized database. A method of using the selective research funding portal by submitting proposals for research funding to the portal, peer-reviewing the proposals, providing access to non-peer-reviewed and peer-reviewed proposals to interested individuals, and the interested individuals selectively funding the peer- reviewed proposals.
