The permit issuance apparatus and permit issuance method and program are configured so that in a case where a permit issuance request is received that requests the issuance of an acquisition certificate that indicates the granting of permission to acquire attributes, including at least attribute identification information for one or more attributes and disturbance information for those attributes, disturbance information corresponding to the attributes, which is a condition for granting permission to acquire those attributes, is generated on the basis of the received permit issuance request, and an acquisition certificate is transmitted that associates the attribute identification information and the disturbance information and includes the same.
