One embodiment of the present invention relates to traffic signal control system and traffic signal control method capable of preventing predicted start of the other vehicles or other pedestrians by blinking a signal or converting a signal into a signal corresponding to an emergency vehicle when an emergency vehicle is detected, and a traffic signal apparatus for independently supplying power to an external traffic apparatus such as a wireless communication device.
