Disclosed are a sound absorptive sheet capable of improving the performance of sound absorption up to a low frequency range based on a micro-resonance principle by including a micro-resonance structure, to a method for manufacturing the sound absorptive sheet, and a soundproof panel using the method. According to the present invention, the sound absorptive sheet comprises multiple uneven patterns having a convex part and a concave part, on one surface of a porous base material. The area ratio of the concave part, determined by formula 1 below, is 40 to 99%. The area corresponding to the concave part has lower air penetrability than the area corresponding to the convex part.
