The method for preparing an atopic dermatitis treatment agent and cosmetic product using naturally occurring materials including Orostachys japonicus, comprises the steps of: fermenting a first solution in which brown or white rice, yeast, microorganisms, and a mineral concentrate are mixed; mixing a second solution, in which herbal raw materials of naturally occurring materials including Orostachys japonicus are mixed with microorganisms, with the first solution, followed by fermentation; heating, pressurizing, and hot-water extracting herbal raw materials; mixing the extracted hot water, the fermented first solution, and the fermented second solution, followed by distillation; and filtering the distilled solution, and the herbal materials include Orostachys japonicus.
