The present invention relates to an SOC management device of an ultra-capacitor pack for a hybrid energy storage device and to a controlling method thereof. The SOC management device of an ultra-capacitor pack comprises a sensing part for sensing the voltage and electric current of the ultra-capacitor pack; and a control part for calculating the value of the state of charge (SOC) of the ultra-capacitor using the voltage and electric current sensed by the sensing part, managing the calculated value of the SOC so that the value can be maintained within a reference error margin of -1.0 to +1.0%, and transmitting the calculated value of the SOC to an upper controller for controlling the hybrid energy storage device. Accordingly, the present invention can supply electricity proper for medium commercial vehicles such as buses and trucks stably and efficiently by improving the estimation of the value of the SOC of the ultra-capacitor pack and maintaining the value within a certain error margin.
