The present invention relates to an earthquake early warning system, more particularly, to a false-alarm discriminator of an earthquake early warning system considering the spatial distribution and azimuthal bias of a triggered station by applying a reliability weighting factor to all the stations, calculating the spatial distribution density and azimuthal bias based on the information provided from a triggered station among the stations and comparing the data with a predetermined threshold value and a method thereof. For the purpose, the present invention includes: a communication unit for receiving earthquake information from at least one station which detects a seismic wave; a first calculation unit for calculating the spatial distribution density by receiving the earthquake information and updating the spatial distribution density with a predetermined time interval; a second calculation unit for calculating the azimuthal bias by receiving the earthquake information and updating the azimuthal bias with a predetermined time interval; a comparison unit for comparing the spatial distribution density and azimuthal bias with prestored threshold values, respectively; and a confirmation unit for generating earthquake confirmation information by determining the compared result of the comparison unit as an earthquake if the compared result is at least the prestored threshold value. The earthquake wave is a p-wave and the earthquake confirmation information is transmitted to the outside through the communication unit.
