The present invention relates to a system of analyzing CCTV blind spots and finding installation location of the CCTV using a mash-up function to automatically find optimal locations by considering traffic environment, location condition installed previously, and crime prevention and the likes of installing areas when new CCTVs are installed. The system of the present invention includes a CCTV surveillance viewing area forming module, a crime occurrence area forming module, a population distribution density status forming module, a public service priority zone forming module, a CCTV priority installing determination module, and a CCTV blind spot analysis module. The CCTV surveillance viewing area forming module sets a range of a current viewing area by setting a viewing area with a radius of an operating CCTV as the center. The crime occurrence area forming module builds database regarding places where a plurality of crimes occurs by illustrating an area per unit population with the crime occurrence place as the center. The population distribution density status forming module draws the weak of the society by generation from the current population status. The public service priority zone forming module develops a public service priority zone with a police district boundary, a service radius, and a place in a feasible arrival distance within a few minutes from the scene of an offense as the center where directly affected by police substations, patrol divisions, and rescue centers arranged by each village unit. The CCTV priority installing determination module selects a CCTV priority zone by composing attribute data and drawing data based on analyzed data input from each module. The CCTV blind spot analysis module analyzes GIS attribute data in 3D whether the viewing area is secured at the CCTV installation location.
