The present invention relates to a short carbon nanotube transparent catalytic electrode chemically bound to a conductive substrate, and to a method for preparing same. The present invention is technically characterized by a method for preparing a short carbon nanotube electrode chemically bound to a conductive substrate, comprising: a first step of imparting a functional group to the surface of a carbon nanotube by mixing carbon nanotube powder with an acid solvent; a second step of forming a carbon nanotube dispersion by applying another solvent to the functional group-imparted carbon nanotube of the first step; a third step of treating the surface of a conductive substrate so as to form a reaction group on the surface thereof which reacts with the functional group, wherein the surface treatment is separately performed from the first and second steps; a fourth step of adding a condensing agent to the carbon nanotube dispersion and then reacting the mixture with the conductive substrate of the third step in order to chemically bind a carbon nanotube, which is vertically aligned on the surface of the conductive substrate, by means of the reaction between the reaction group formed on the surface of the conductive substrate and the functional group formed on the surface of the carbon nanotube; and a fifth step of post-heat treating.
