The device has a tension force generating part formed as a spring assembly (8). An end of the spring assembly is engaged to a point (4) of a lever arm (6). A tension cable (18) is engaged to another point of the lever arm. The latter point is arranged at spacing to the former point. Another end of the spring assembly is fixed over a length adjustable arrangement i.e. hydraulic cylinder (11), in particular at a frame of the device. The cylinder is adjusted in length by a hydraulic pump (14). A tension balance mechanism (24) is arranged in the cable between the arm and a handle (23).
