The method involves winding (100) a ceramic green film around a cylinder-shaped mold chamber. An outer layer of the wounded ceramic film is partially coated (120) with metal such as silver or silver palladium alloy. The binder of the slug is removed (160) by supplying heat. The slug is sintered (170) by supplying heat to form a controlled-high-voltage insulator. An independent claim is included for medical device.
