The device has a frame (1) fixed at a wall and provided with a layer made of an insulating material (13). Heat exchangers (7, 14) are equipped with fixings studs. Two supports (21, 22) are fixed on the wall. A by-pass valve (16) is fixed in opened position to ensure total flow of warm water through the exchangers during winter or mid-season to raise temperature of a surface of a mirror (12). The valve is fixed in closed position during summer season to direct the warm water directly toward a sanitary appliance without passing through the exchangers.
