The system has a database of international mobile subscriber identity numbers, a virtual roaming system, and an upgraded OTA General packet radio service system with a General packet radio service profile. The virtual roaming system is allowed to transmit a location update request with the international mobile subscriber identity numbers. An upgraded general packet radio service profile is sent to a mobile by a routing gateway on receiving the identity numbers in the request transmitted by the roaming system. The General packet radio service is of open mobile alliance type.
