The method involves collecting and interpreting location-based radio frequency measurements including emitted power measurements of radio operator transmitters (C) of a cellular telecommunication network (D). A detailed, reliable and real-time map is applied to geographical, temporal and frequential elements for utilization of radio resources of the network. Emitted power of the transmitters or energy saving strategies selected by an operator on a given geographical area for a given period is applied on the network by reconfiguration. An independent claim is also included for a geoptimisation apparatus.
