The device has an arch structure (1) stacked horizontally for providing a form to a panel, and held together relative to each other by a mechanical reinforcement element (2). An impermeable coating sheet (3) covers a convex external surface (6) and a flexible seal (4) on the mechanical reinforcement element, where the flexible seal borders a periphery of the convex outer surface. Arches of the arch structure exhibit characteristics to retain original shape despite of bending.
