The device has a self-adhesive support for accounting of emptying of waste containers on all types of periods. The self-adhesive support materializes individual or collective periodic rights to be polluted. A set of boxes receives the periodic rights to be polluted during presentation of waste container. The self-adhesive support has a multi-layer structure e.g. lower layer having very strong adhesion capacity and a surface layer for receiving impression of individualized pastilles. The consumption of pastilles is entered by a data processing application.
