PROBLEM TO BE SOLVED: To provide a method of designing a material having a repeated structure of photonic crystals, and a device having the material.SOLUTION: An embodiment restricts or prohibits propagation of waves of energy, especially photonic/electromagnetic energy, depending on energy band gaps built into it with a specific point pattern. The point pattern may have a crystalline symmetry or a quasicrystalline symmetry or may be aperiodic. In some embodiments, the point pattern exhibits no long-range order. Preferably, the point-pattern is isotropic. Optical characteristics include a complete band gap optimized to TE polarization and optimized to TE polarization TM polarization.
