PROBLEM TO BE SOLVED: To diagnose the degradation of an insulating material.;SOLUTION: A degradation diagnostic apparatus 1 according to an embodiment comprises estimation means 4 and diagnostic means 7. The estimation means 4 estimates an insulation resistance value of an insulating material by the T-method in multivariate analysis on the basis of a coefficient 12 of an evaluation item preset for the insulating material and a measurement value 14 of the evaluation item.
