PROBLEM TO BE SOLVED: To provide an administrative risk management system that enables grasping a potential risk of accident occurrence in the future, by the integrated decision of multiple indices and quantitatively, in the administrative risk management work.SOLUTION: An administrative risk management system 10 extracts a value relating to multiple indices from basic data, and calculates the occurrence risk of an administrative accident based on the extracted value. The system has: a prediction model generation unit 13 for extracting a first index serving as background factors on the generated administrative accident and a second index having high relevancy with the administrative risk that may be actualized in the future as the multiple indices, and generating a prediction model 17 for calculating a potential risk degree showing the occurrence risk of the administrative accident in the future, based on the first index and the second index; and a risk degree calculation unit 14 for calculating a potential risk degree every business base, based on the prediction model 17 and basic data contained in this and relating to the first index and the second index.
