PROBLEM TO BE SOLVED: To make output information on different types of devices compatible, make input/output information on different types of software design tools compatible, and enable efficient development.SOLUTION: An operation design device 100 comprises: a plurality of devices 151; and a plurality of design tools 121 generating design information for defining cooperative operations among the devices 151. An input/output information abstraction unit 152 is provided to correspond to each device 151, and a design information abstraction unit 122 is provided to correspond to each design tool 121. The input/output information abstraction unit 152 converts output information output from the corresponding device 151 to common output information described in a vocabulary of a dictionary unit 110, and the design information abstraction unit 122 converts design information generated by the corresponding design tool 121 to common design information described in the vocabulary of the dictionary unit 110.
