PROBLEM TO BE SOLVED: To collect information giving a clue to estimate a feeling not expressed by a person, which includes information indicating the degree of expression of natural feeling of the person or information indicating the magnitude of reaction of the person about the relation with other persons, from the non-verbal information expressed by the person.SOLUTION: The degree of emotion indicating the possibility that feeling expression means natural expression of the feeling of the person is evaluated on the basis of the feature of a temporal change in measurement value indicating the strength of non-verbal reaction indicating the feeling expression of the person, included in the non-verbal information generated from observation data obtained by a sensor unit for observing non-verbal reactions expressed by a person. Further, the degree of synchronization indicating the level of interest of the person is evaluated on the basis of the relationship between the magnitude of a change in measurement value indicating the strength of at least one non-verbal reaction included in non-verbal information generated when the person is stimulated by a stimulating medium, and a timing at which the change appears and a timing at which the person is stimulated by the stimulus medium, from the observation data acquired from the sensor section.
