PROBLEM TO BE SOLVED: To easily estimate the number of man-hours of system development.;SOLUTION: A reception unit 141 receives input of the number of screens, the number of batches, the number of business forms, and the number of data items of a database, for a development target system. A master table storage unit 131 stores a master table which defines development man-hours per respective unit numbers of a screen, a batch, a business form, and a data item. An estimation unit 143 refers to the master table to calculate respective development man-hours for screens of the number of screens, batches of the number of batches, business forms of the number of business forms, and data items of the number of data items which are received by the reception unit 141, and adds together the respective calculated development man-hours to estimate development man-hours for the system.
