PROBLEM TO BE SOLVED: To provide a subjective image quality estimation device capable of accurately estimating a subjective image quality of a moving image without repeating encoding when estimating the subjective image quality of the moving image regarding a desired bit rate, the number of pixels and a frame rate, and a subjective image quality estimation program.;SOLUTION: The subjective image quality estimation device comprises: a QP prediction formula generation section which generates a prediction formula for calculating a prediction value of a quantization parameter; a QP prediction section for calculating the prediction value of the quantization parameter on the basis of an average code amount per pixel of a moving image and the prediction formula; an image feature amount calculation section for calculating an image feature amount of the moving image on the basis of at least one of non-encoded data of the moving image, encoded data of the moving image and a degree of complexity of encoding the moving image; and a subjective image quality estimation section for calculating an estimate of the subjective image quality of the moving image on the basis of the prediction value of the quantization parameter, the image feature amount of the moving image and a predetermined subjective image quality estimation formula.;COPYRIGHT: (C)2015,JPO&INPIT
