PROBLEM TO BE SOLVED: To achieve precise air-conditioning control for requests of inhabitants.SOLUTION: A device 101 of transferring inhabitant request notifications includes: a tabulation unit 104 for tabulating request notifications for each request category in accordance with set request category information for each terminal classification in accordance with set terminal classification information per each set time; a storage unit 105 storing the results tabulated by the tabulation unit 104; a discard unit 106 discarding the request notification of the request content of the number exceeding a set allowable number out of a plurality of request contents of the same category tabulated for each terminal classification from the storage unit 105; and a transmission unit 107 transferring the request notification stored in the storage unit 105 to a set destination after the processing by the discard unit 106.
