PROBLEM TO BE SOLVED: To reduce a load accompanying a concentration of tasks executed by a virtual machine.;SOLUTION: A scheduling server 70 comprises: a task name receiving section 71; a scheduling section 72; and a scheduling result notification section 73. The task name receiving section 71 receives identification information of tasks to be executed by a plurality of virtual machines housed in a task execution server and start scheduled times of execution from the task execution server. The scheduling section 72 determines a time that each virtual machine executes the task so that the start scheduled times are not overlapped with each other among the plurality of virtual machines by using the number of virtual machines scheduling the execution of the task when the start scheduled times of tasks having the identification information received by the task name receiving section 71 are overlapped among the plurality of virtual machines.
