PROBLEM TO BE SOLVED: To provide a male hook-and-loop fastener in which a plurality of male engaging elements having a hook-shaped cross-section can be simply and easily provided, and to provide a hook-and-loop fastener and a method of manufacturing the male hook-and-loop fastener.;SOLUTION: The male hook-and-loop fastener 20 of the hook-and-loop fastener 10 is manufactured such that projections 21a having an anchor-shaped cross-section and formed along the surface of a substrate 21, are tilted at a slice angle θ₁ orθ₂, viewed from a side orthogonal to the longitudinal direction of the projections 21a, and then are aligned with the same thickness W₁ or X₁ and sliced. Next, a hook-shaped pull-up device which is not illustrated is locked to the top 22b on the tip end side of the sliced male engaging elements 22A, and the male engaging elements 22A are thereby pulled up to a standing attitude in which the top 22b of the male engaging elements 22A faces upward, while the root 22a of the male engaging elements 22A, which is connected to the surface of the substrate 21, is bent.
