The present invention addresses the problem of providing a cyclic olefin copolymer resin film in which phase difference in a plane and a thickness direction is kept sufficiently low and in which generation of creases is suppressed. The present invention relates to a cyclic olefin copolymer composition comprising an ethylene unit and a norbornene unit, wherein the norbornene unit includes a 2-linked site, the tacticity of the 2-linked site is a meso form and a racemo form, a ratio of meso form 2-linked site/racemo form 2-linked site is less than 2.0, and a glass transition temperature of the cyclic olefin copolymer composition is 140 to 210°C. The present invention also relates to a polarizing plate, a transparent conductive film, a surface protection film, and a display device.
